Azula became Fire Lord of the Fire Nation, but Ozai would still be her superior. And he didn't just proclaim to himself that he'd be the Phoenix King, he had an entire coronation for it. All the Fire Nation knew. And because he had already dominated the Earth Kingdom and swept out all the Air Nomads, that basically everyone. He thought he was going to rule the world. That's just like saying it was stupid for Aang to go into the avatar state when Azula struck him down.
