BY FAR!!!!!!!!!!!!!!!!!!!!!!!!!!!!! Belle's heroics were just in words and not in actions. You know what they say "action speaks louder than words". Besides Belle saved her father, The Beast, and the castle but she considering she had to be saved quite a lot and couldn't manage to save herself are things that should have had her leave before Ariel and Pocahontas did. Tiana always managed to save herself (it was rare when she had to be saved), she constantly had to save Naveen's useless butt, killed the villain, and let's not forget that she saved all of New Orleans from having their souls taken from them from the shadows. That should be enough to get her to beat Belle. If Dr. Facilier planned to he might have done this to the entire world so that means Tiana possibly saved the entire world. Come on, Tiana is WAY superior!
Tiana was willing to sacrifice her life, her dream and everything she knew and worked for to be with Naveen. Both Belle and Tiana are heroic and make a sacrifice, but who made the bigger sacrifice depends on a person's values, and it seems as though Tiana valued her dream and her hard work more than Belle valued her freedom, so making the sacrifice must have been more difficult for Tiana. Plus, Tiana always tries to help herself instead of relying on others, but Belle has a fair share of damsel in distress moments.
