i suppose since she is the only one who in effect had any influence over a group of people. Mulan only acquired her power in the end. Jasmine made a pitiful attempt to exact power as a princess but was apparently trumped by Jafar. So...yeah...i guess Poc.

pocahontas is in the most control of her own life and other people's lives. I guess in terms in royal power Jasmine would be everyone's first instinct but if you really think about it she has very little power.

I would "describe" Pocahontas as being the most powerful but realistically Snow White is the most powerful given that by the end of the movie the Queen died therefore making her ruler of her kingdom, also Jasmine and Mulan come across as quite powerful characters.
