It was really difficult to choose between Tremaine and Mother Gothel since both mistreated Cinderella and Rapunzel. However Tremaine made Cinderella exhausted every day.

For treat her stepdaughter so badly.

No question. Rapunzel was still relatively happy, if bored and restless. Tremaine "humiliated" and abused her daughter by marriage and didn't go out of her way to get the birthday gift she wanted or make her favorite meal for a surprise. Gothel is still awful for being a kidnapper though.

Obviously it's between her and Gothel, but seeing as Tremaine was very obviously horrible to Cinderella the whole time then she should go first.

i always felt Mother Gothel was worse than Tremaine coz she lets Rapunzel believe she actually cares and loves her while all the time using her. Tremaine at least hasnt set Cinderella's expectations wrong. Not that it lessens her hurt and sufferings but Gothel was not only abusing and exploiting but would have marked deep trust issues in Rapunzel which would have stayed long after she was separated from her.
Rapunzel actually felt guilty for betraying Gothel. At least for Cinderella it was easy to set her life in order coz she knew how Tremaine would react/treat her.
