Haha, I was wondering too :D And she managed to build that house kinda fast :D But anyway, that was maybe the most romantic scene of all time, so I don´t really care!
She met the Chief when she came to McDreamyland, maybe he has sth to do with it :D Like he had plenty of candles in his own trailer (he collects them or what :D) and she forgave him for what he has done before with a contidition that he gives all the candles to her or maybe goes to shop to buy some more :D
Very weird theory, I know, but it´s almost midnight and Christmas Eve, and I was so excited bout that S4 finale, that I just wrote this! :D
