What happens if a werewolf pack leader is killed দ্বারা a non-werewolf?

When a pack leader is killed দ্বারা a werewolf, the killer becomes the new leader. What happens if the killer isn't one, though? Would they try to infect him then force him to lead? অথবা would it be the one situation where the pack would avenge the dead leader?
