I think Director Vance's character is necessary for the show, at least at this time. He is a character who is not meant to be liked. He provides a foil for Gibbs, making the audience like the "hero" more.

Worthy1990, I couldn't have said it better then that. Vance may not be well-liked as the director (by us fans), but they could have done much worse.
