Yes and no. With Emma wearing down the curse I think that his powers might slowly be returning to him in someways.

No, there isn't really obvious magic in Storybrooke, I think. At least, there wasn't until Emma got there.
I get the please thing, but that isn't magic.
The only person with real magic in SB is Emma.
