See I'm on the fence too, but based on wishful thinking I choose the Gina is Ursula option.

I think Rumple turns her into "Ursula" for a period of time.

Gods, I hope so. Not a fan of more of the double character thing the show keeps doing...but having one actress play two separate roles (no matter how much I adore Lana) would annoy me to no end.

Plus, Regina mentioned "a certain mermaid" in Skin Deep.
