I think, if we're looking at the Shichibukai as a group over time, including former members, that there are obviously many we can eliminate. টিকটিকি সরীসৃপ Moria is too weak, as is Crocodile. Jimbe is plenty strong, but I would have a hard time placing him on par with the rest. The same is true of অজগর and Law, both of whom have capably proven themselves and yet don't seem to be among the upper escelons.
That leaves 4. Kuma is দ্বারা far the fastest, and his powers are incredible, as is the resilience of his body. Still, he's the most vulnerable of the remainder, having taken on damage from Ivankov in the war, and since he no longer can think for himself to any great extent, he's handicapped. Mihawk is an incredible swotdsman, but I can't see him doing much against impressive Devil Fruits that allow for আরো ranged effects. So that just leaves Blackbeard and Doflamingo, and while either could take the শীর্ষ spot, I have to go with Doflamingo. Emperor's Haki, a Devil ফলমূল that can be used to control the actions of others, as well as for apparently incredible cutting potential, not to mention prodigious strength and speed, make him a force to be reckoned with.
