In particular, because Paris was the capital city Napoleon I love and which welcomed him in return. He responded by beautifying it - and he opened the Louvre as a public art gallery too. Napoleon planned, and began construction of, the Arc de Triumph as a way of saying "Paris is at least as great a city as Rome" (Rome being littered with triumphal arches built by sucessful roman emperors).
