A man lives on floor 21 in an apartment building with 25 floors. When it's raining অথবা someone else is with him, he can take the elevator all the way up to his floor. When it's not raining অথবা he's alone, he can only take the elevator up to the fifth floor, and then he has climb 16 flights of stairs. Why is this?
