If heat rises, then why is it colder in the sky?

This kinda randomly popped into my head today. It doesn't make sense to me.

Because the warm air rises and expands-which makes it cooler. It also losses its ability to hold heat.

I just learned that. :D হাঃ হাঃ হাঃ We learn something new everyday!

I'm pretty sure it's colder in the sky because the cold from মহাকাশ comes down and cools off the heated air. Either that অথবা because the atmosphere cannot contain heat and allows some of it out... That অথবা possibly because the heat expands everywhere and আপনি can't feel it anymore... That's my best guess.
