What does it mean?

Either the person really does feels that way about আপনি অথবা just saying that to mess with your head. A lot of folks are just ignorant that way at times

It sounds like he might be a bit confused on what he feels অথবা wants. My first thought was maybe he was shy. But, shy people don't normally come out and express the feeling verbally. Maybe he was trying to get a response from you, to see how আপনি feel? I think the only way to find out for certain would be to ask him.
