Is the A.R.K. আরো of a research station for the good of mankind অথবা আরো of a secret military-grade weapons lab?

I have Sonic Adventure Battle 2 for GameCube, and I know about the মহাকাশ colony A.R.K. But what use was it used for আরো of? Was it আরো of a good lab অথবা a bad lab? I'm getting really confused here!
