It´s unsure. I think after Edward leaves and Bella thought he would never come back she had in anytime began to thought about that she had to face the future. She fell in প্রণয় with Jacob but when Edward cames back she was helpless. She didn´t fell in প্রণয় with Jacob when she thought there was a chance that she´ll get Edward back. I see it in that way: She loved Edward with her whole heart. He leaves. Then she fell in প্রণয় when she thought she could never see Edward again. He came back. Her feelings struggled and she হারিয়ে গেছে her whole হৃদয় again on Edward. Her feelings for Jacob were weaker. Because her হৃদয় always belonged to Ed :)
I fully believe that she never really loved Jacob. He spent all of Eclipse emotionally blackmailing her into believing that she did, but as she says in New Moon "I wish Jacob was my brother so I could have a claim on him." He was her best friend though, that much is true. But what Bella and Jacob didn't realize is that there were other forces drawing them together, namely Renesmee. As soon as she is born all of their feelings toward each other are gone. It's like she was always a part of Bella and Jacob was in প্রণয় with that part of her.

so basically she doesn't প্রণয় Jacob in that sense?
That's exactly what I believe. I could be wrong though, I'm just a অনুরাগী and I'm not inside Stephenie Meyer's head. That is just what it seemed like to me.
I believe she loved Jacob, but not all প্রণয় is the same.
She had a familial প্রণয় for Jacob. He was like a part of her family. She didn't have desires to touch him and চুম্বন him like she did Edward. She ony wanted him to be present in her life.
She had a romantic প্রণয় for Edward.
Loving your family doesn't mean আপনি প্রণয় your romantic interest any less.
'Jacob was right. He’d been right all along. He was আরো than just my friend. That’s why it was so impossible to tell him goodbye — because I was in প্রণয় with him. Too.'
Of course it's subjective but yes, Bella has ব্যক্ত she was in প্রণয় with him. And not as in a brotherly প্রণয় as she kissed him.
