Can people understand Wishbone?

During the episodes we here Wishbone's voice, and the characters, in the বই at least, seem to react to what he says, but there's no অ্যানিমেশন of his mouth, and he barks.
So my প্রশ্ন is, can Wishbone talk so other people can understand him, অথবা is what we hear is just his thoughts, and he imagines the characters in the বই responding accordingly?
