How to change new cpk Birth Certificate/Adoption papers?

i tried Downloading a birth certificate for my new cabbie but the mycpk.com website is down. it is for my niece I brought a new cabbie from a store for her, anyone know how I can have her adoption cert changed to a certain তারিখ and name?
