Is it normal for a new comer in fanfiction.net to be unable to post a story right after signing in?

After signing in, I immediately pressed the প্রকাশ button on the left side but it ব্যক্ত that I won't be able to post a story right away because of 2 reasons: I was a new comer and some other reason... Is this normal? When can I start posting my অনুরাগী fics.?

Have আপনি accepted the guidelines? আপনি have to do this every once in a while to keep posting. Just sign in, go to the প্রকাশ tab, and then click rules and guidelines. Click the link on the bottom of the page and আপনি should be set!
