Well, I'm not going to say 'You're not too young' because I feel that that's pressuring আপনি into doing it, and I think you'll ready for it when it gets to it.

I'm 13, I have long dark hair too. It's a nightmare. And it's not good when it comes to legs. I started shaving not long after I was twelve, and I shave about every 3 days. And for about a six months before that I was using cremes.

If আপনি want to start, then I'd start of using cremes. It's আরো effort, but you're not too young for it, they're easy to use, and will probably make আপনি feel less self-conscious about your legs.
Appearence isn't everything, but if removing your leg hair will make আপনি happy, then i do suggest starting with cremes.
If আপনি have a female adult who আপনি feel close to then takl to them about it and they can probably give আপনি advice.

You're not too young. Most girls start at 10 অথবা 11 and it's got nothing to do with the whole 'everyone else does it' thing. আপনি don't have to do it everyday (you pretty much don't need to). Shave if আপনি want, it is honestly normal at your age.

I'm afraid shaving is pretty much the only way, sorry.
