I agree that it did have a very different feel to it compared to the other episodes especially considering Mordecai and Rigby were the only two main characters there no Benson telling them to "Get Back To Work!",No Skips telling them what they should do to fix the problem No Pops being..well Pops etc...and the end was indeed weird yet heartwarming with RGB2 finding peace after all he's been through..still the episode especially the middle was just beyond "action-y"with the car chase-the angry mob..I mean just it was different compared to the rest..
