why is thic kind of picture in manga?

this picture is in act 15.i downloaded manga's from internet.does other জাপানি কমিকস মাঙ্গা have this picture অথবা it's just someone's "fanart"?

I'm pretty sure that's fanart,I mean that wouldn't be in a জাপানি কমিকস মাঙ্গা for ages 13+
