Who ordered the Autobots to be exiled from Earth in Dark of the Moon? Was it Dylan Gould? Sentinel Prime? the human government?

I think it was Dylan because he put the Decepticon wristwatch on Sam to watch the Autobots leave. Maybe he was using Carly as blackmail.

অথবা i think it was sentinel prime because i didn't remember what he ব্যক্ত when he was talking on major broadcast just like The Fallen in ROTF.

i also think it may have been the human government because they got pissed Optimus brought Sentinel to Earth, optimus did admit it was his fault.
