Hamburg is NOT just a city, but also a state, a part of Federal Republic of Germany, therefore, the First Mayor of Hamburg is also the head of state, or similar to Governor in America. Surprised? I know I was, when I first arrived here, almost 2 yrs ago! I had no idea that a city can also be a state at the same time. Of course, now I know the truth cause I became quite a local 'round here.
