Can Tyler turn other werewolfs into hybrids since he's one অথবা can he just turn them into vamps অথবা is KLaus the only one who can turn hybrids?

It isnot like other werewolves, being that Klaus is an original he can create his own blood line with hybreds.

We don't know for sure, but probably only Klaus can.
When Tyler bit Caroline, she needed Klaus blood to recover, Tylor couldn't save her. Based on it I think only Klaus as Original hybid has this "special power" in his blood - Tyler can probably create an ordinary vampire.
