This morning I was in my mums car looking for my iPod and lifted up some tissues.I found some burnt out cigarrette butts.Mum has a past with smoking, and I think she might be smoking again. How do I confront her about this?
I don't know your mom so I can't be sure of how she'd react, but I would just ask her, "Mom are আপনি smoking again?"

But the thing is, I dont think that my dad knows either. So, if I tell her, then she might tell my dad and my dad hates people that smoke, so im worried they might get divorced if she tells him.

I suggest not treating here like your mother and আরো like a friend…I don't know why but I guess it helps with keeping ones dignity.
As strange as it is, I once confronted an adult about smoking…I know her for about 10 minutes. My friend অথবা my enemy that was my friend hated me for that and I have no idea why…
