Neither. I'm honestly not a fan of placing either of these two main character couples together, though I suppose if I had to choose it would be Natsu and Lucy. The other just seems impossible based on the way the characters behave.
I'm not really into the whole coupling stuff, but, if I had to vote for one, I would go for Natsu and Lucy, given the fact that they do kinda act flirty with each other every now and again. Luffy and Nami, in my personal opinion, just wouldn't work... Luffy is simply too immature to have a girlfriend, besides, there has never been anything to suggest any kind of love relationship between the two of them, so I just can't see it happening.
