eamcline I know this is kind of late but this picture makes me really mad. To answer the question, he's "more likeable" in dw because when you first meet him, with 9, that was mortal jack before all of the shit happened to him. In torchwood he has the burden of about 150ish years weighing on him and all of the waiting for the doctor and watching everyone he got attached to die so him being less "likeable" in torchwood is just sad and realistic. Its called character development.
