Sorry for the unpopular opinion, but I fee like Eugene's sacrifice... was almost senseless. Couldn't he have waited for her to heal him and THEN cut it off? Or waited to hear what Rapunzel's plan was before pre-emptively deciding what was right? She said, "It's okay. Trust me. It's going to be okay," which made it seem like she had a plan. But he didn't let her follow through. Just cut her hair before she could say another word.
Okay, so Elsa has been nothing, but a jerk to Anna her entire life (at least that's Anna's point of view), Elsa hasn't accepted Anna's help, has pushed Anna out of her life multiple times, but Anna STILL saves her! She could've just got to Kristoff and be safe and happy and yay, but she willingly died for her sister (or so she thought).
Both honestly made me jerk a few tears! And while I do like that in Frozen what saved Anna was her own sister, in Tangled it's shocking to see a selfish man like Flynn pretty much be willing to die for a girl he just met and yet fell in love with .
Both, I like Anna's because is was more well, like dclairmont said; however Eugene's brought me to tears. I knew the plot and how it was going to play out for Anna (because it's a Disney film) so I didn't feel the love. I don't know I really wish I could pick both, and I might change my answer.

I don't know. It's just how I see it.
