Well Sailor Moon features a cast of mostly female heroines, it's a cartoon (just like her :P), it has action, and it's a shojo anime.
I think she might like anime in general.

I think Buffy out of these. It's got action, tough female characters but it also has witty lines and some great comedy moments. I think that mix of being tough and dramatic while not taking itself too seriously would be Mulan friendly. Of course I would say that, because I'm a big Buffy fan :)
