Tough choice. He is scary but the other two are looks scarier.

The other two are scarier due to their sheer size. They don't have to use magic - they can just rip you apart on the spot.

He's a bear, so it would be easier to outwit him.

She's more intimidating than scary.

Without her magic, she's nothing. The other two's physical power makes them more fearsome. The Evil Queen is only intimidating.

She isn't that scary for me.

He's annoying, not scary. I find the Evil Queen slightly pathetic. I think Shan-Yu is one of the most chilling and disturbing out of all of Disney's Villains, along with Claude Frollo.
