why did Gohan get weaker over the seven after beating cell

Because he didn't train after the Cell Games. Toriyama is originally want to make Gohan the main character, but the অনুরাগী complain and want গোকু to back as main protagonist. So, he weaken Gohan to make him not surpass Goku.
