OK. I'm confused. Is Ted টঙ্কস্ a Muggle অথবা a wizard?

OK. Well I just finished th Deathly Hallows again and it ব্যক্ত that when Harry, Ron and Hermione were listening in on the conversation on the riverbank that he was on the run because he was on the তালিকা of muggle borns. That confuses me.
Ted টঙ্কস্ is a muggleborn wizard. As it states above, Ted was NOT a muggle. He was a muggleborn wizard.

... and I just noticed that this প্রশ্ন is two years old xD I feel like my response is sort of pointless now...
According to the Harry Potter CANON Wikia, Ted টঙ্কস্ was a muggle-born wizard that was to the much confusion to the readers, was several times called just a 'muggle'. However, usually, pureblooded wizards, even ones like Andromeda didn't go into the muggle world a whole lot. So, as an assumed, and proved fact দ্বারা the 7th book, Ted টঙ্কস্ is at the least a muggleborn wizard in order to even meet Andromeda. ~Severe case of misunderstood identification.
