I seriously doubt the casting director/producer etc would of let a Death Eater who is ment to be dead appear in the Epiloge. It might just be an extra that's been in other films

It is unlikely, but it could be one of those weird movie things, like the crewman on Wizard of Oz that hung himself and আপনি could see his body hit the backdrop (yellow brick road scene). Also, the lighting isn't the greatest
