I don't think either. For one she was flirting with harry way befoe cedric died and her and harry did not even really have anything...too much drama and tension went on between them...i also think she had affection toward both boys but not true love.
I don't think it was either, though if i had to choose i'd say Cedric Diggory. But all of them were quite young during the বই and i think it's perfectly likely that Cho met someone later.
I think that Cedric Diggory was meant for Cho personally... but I don't think she realized that. Because she didn't know, she flirted with Harry before and after Cedric's death.
