Her or my second guess would be Twilight. You need to know how to kill someone, and lots of that involves strategy; which Twilight and also RD could use. But RD can fly and knows how to be tough and strong.

I doubt Fluttershy could win, so yeah, no surprise she wasn't even a choice. No way could she kill to survive.

Rainbow dash has the speed, agility, survival instincts, and all-out guts to last throughout the hunger games. The capitol would probably do something to get rid of any usage of wings, so that's probably not even a factor. Rainbow dash has the slight disadvantage due to her easily-distinguishable-in-any-environment rainbow mane. However, she would have the skill to easily dodge any projectile and disarm any weapons, and she would have the light footing to ease around any trap.

Applejack is a resourceful and down-to-earth pony. She knows how to farm for food, and I think she would last the longest, followed by Rainbow. She has the stamina and strength to survive.

I felt so compelled to pick Rarity because she is amazing but I know she wouldn't survive so I picked Applejack. Applejack would probably win because she is strong, confident, and she has the true grit to survive, unlike Rainbow Dash who is very carefree, and doesn't think about things before she does them.

The last several comments enumerate good reasons for betting on Rainbow and Applejack; both have several strengths that would serve them well. I'd split my money between them, honestly. Third choice would definitely be Twilight.
