Can অথবা will the F4 change a নীতিবাণী for a club in the same manner they do for banners and icons?

I want to start a club নীতিবাণী contest for a club where the creator is no longer active, but I don't want to end up issuing just another শ্রদ্ধার্ঘ্য contest where all আপনি get are props, but a real reward like having his অথবা her নীতিবাণী voted on and appearing at the শীর্ষ of the club for all to see and enjoy.
