আপনি can suggest a new banner since that would mean that আপনি are requesting a change in the background picture, but if it is not your own personal club, as in আপনি didn't create the club yourself, আপনি cannot change the banner. Only the creator of the club is able to do that. I hope this helped.

I believe the প্রশ্ন is about background images, not banners. It's asking why some সংগঠন have the feature to change the background, whereas in others আপনি can only vote on প্রতীকী and banner.
I'm not certain of the reason why, but I have an idea. When the feature which allows us to vote for icons, banners and backgrounds first emerged, it was only present in larger সংগঠন - সংগঠন with 100+ members, I believe. It was later expanded to সংগঠন with 10+ members. Possibly, when the expansion was done, only প্রতীকী and banners were added. The ability to choose a background image might still be only present in 100+ member clubs.

Actually, looking at the image আপনি posted, it can't be that since both সংগঠন আপনি give as examples have over a thousand members. But one has over 10, 000. Maybe a club has to be that large for a background?
