Why can't I send an answer to a question?

I want to help a person's প্রশ্ন but I can't send an answer but আপনি all send a answer. But I can't do this! Even though I press the জমা করুন new response button, it is not sent. So how do I do this?

I'm sorry, I don't understand the প্রশ্ন then. What sort of answer are আপনি trying to send? I thought it was an Answer to a প্রশ্ন like this.
