^That's what I think. When Lucius got out of Azkaban, it seemed that she was the head of the family. She made secret arrangments, she knows how to fight, and she lied to Voldemort just to know if her son was alive- that's both being brave and an awesome mom.

The other two are powerful (I guess it depends on what you mean by powerful), I just find Cissy to be powerful in more ways than one.
