Yeah, I'd have to agree with her being Dakota. They both know about fashion (remember Dakota giving Sam fashion tips), hate getting dirty (Dakota falling in the mud, who screamed and you've seen Rarity hating dirt/mud a bunch of times), they'd both like to have fame (Dakota, that being obvious and when Rarity meets the famous fashion designers) and many other reasons why they're alike :)
