What Does DWnotI Stand For?

Driving While not Intoxicated. There was a mention of it in 4.16.

DWI means Driving While Intoxicated so DWnotI is Driving While not Intoxicated I guess.
Makes sense since it's a taxi service for drunk people so they don't drive home.
