I think Haley because I know she is good friends with Peyton and Brooke, but I do think their was a time where she wished she was them.

hmmn...thats tough. cause if the question is who is the singer singing about....well then i think the girl being described is brooke-- being the prom queen who gets everything and who everyone wants to be (of course thats an exaggeration...but i think she fits that role best)....but if the question is who's "the girl next door"(aka the singer) in the song- that's a lot more difficult. i really dont think haley, peyton, or brooke wanted to be someone other than themselves. they really dont seem envious of one another and the whole song is this girl who feels like an ordinary girl and is envious of this "prom queen/cheerleader" type who everyone adores

but i guess it could possibly describe haley at the beginning of season 1....just being an ordinary girl looking at the popular girls and being envious of what they have (even though i really dont think haley was envious of them....i just think it fits haley more than peyton or brooke)

i saw this awsome vid on youtube of haley and brooke to this song. its of haley and the "prom queen" is brooke. but in the final verse the roles are switched.
