I think he's just a flirt..he basically flirts with every girl he sees (including every Junsa-san/Jenny and Joy)..he doesn't really have any big thoughts like that...so I think could be considered one to some..I don't consider him one.

What? Of course not. Liking girls is so okay and Brock's character is not based with flirting only you know. I mean he is one amazing character and i don't need to say much.
Yeah, i agree he is a fan of girls especially beautiful and gorgeous ones, like Proffessor Ivy, for whom he even stayed on that island! But later he must have got rejected, the reasons were never revealed (i think) on why he came back and with such a depression xD lol
So, though he is crazy for girls but Girls are not everything for him. I think he has more values for other things in life.

Well he is pretty desperate and over the top , and I think of misty didn’t stop him he would continue to “flirt” even after the girl has said no . He always has misty to pull him back tho
