Has Katniss changed her mind about the Capitol? (see additional information)

At first, in the beginning of the Hunger Games, book 1, It is clear that Katniss dislikes, possibly hates, the people of the Capitol. But, after meeting her prep team for the Games-especially Cinna- do আপনি think that she had changed her mind about the Capitol people? অথবা is she just hiding her feelings?

I think Katniss doesn't necessarily hates the Capital people, especially after meeting Cinna and her styling team, but I think she sorta feels sorry for them because they like her are pieces in the games that they have no control over. I think Katniss turns the hate that she has for the Capital and decides that it's not the Capital's fault why things are the way they are and directs everyone's problem's at one person. President Snow. Katniss doesn't hate the Capitol. She hates President Snow who represents the Capitol.
