Regarding the plot... how about the secret agency capturing wicked criminals and using them as test subjects for some toxic, chemical substances which turn them into bloodthirsty, savage monsters? অথবা even hybrids of rare জন্তু জানোয়ার (like in Tokyo Mew Mew)?
