Karma Akabane from Assassination Classroom, like seriously his name is freaking "Karma".
Assassination Classroom is no horror anime, but damn, Karma is creepy as hell...LOVE HIM THOUGH.
His crazy psycho attitude and ideas can give chills + he is extremely cruel and devious. A real little devil, he's young in the future he's gonna be leading the mafia অথবা smething

I'm gonna have to go with God/Dorm Leader from Maria Holic. Whenever she enters a scene, she's cheerfully গান গাওয়া about blood, bones, অথবা something else morbid. That, and she scares Mariya and Matsurika.
